NOTICE OF SPECIAL CALLED PUBLIC MEETING
June 12, 2024

Notice is hereby given that the Town of Mooresville Board of Commissioners will hold a Special Called Public Meeting on June 12, 2024, at 9 a.m. at the Town Hall Board Room.

The purpose of this meeting is to hold an Agenda Review to provide the Board of Commissioners with an opportunity to review the agenda and supporting documents prior to their regularly scheduled meeting on June 17, 2024.  In addition, the Board will consider adopting the attached revised Resolution of Intent to amend the Town Charter regarding Elections.

Following the Agenda Review, the Board of Commissioners will hold a Work Session beginning at 10 a.mAt this work session, staff will provide an update to the Board on the Street Repaving and Rejuvenation Projects for Fiscal Year 2024-2025.

RESOLUTION OF INTENT

TO CONSIDER AN ORDINANCE AMENDING THE TOWN CHARTER TO CHANGE THE ELECTIONMETHOD FOR THE TOWN MAYOR AND BOARD OF COMMISSIONERS TO A NON-PARTISAN PLURALITY ELECTION METHOD AND SETTING THE DATE FOR A PUBLIC HEARING THEREON

WHEREAS, pursuant to the provisions of North Carolina General Statutes §§160A-101 &160A-102, the Town of Mooresville Board of Commissioners (“Town Board”) may adopt an ordinance to amend the Charter of the Town of Mooresville to implement any of the optional forms set out in NCGS §160A-101; and

WHEREAS, the provisions of NCGS §160A-102 require that the proposed Charter amendments first be submitted to a public hearing and that the notice thereof be published not less than ten (10) days prior to the date fixed for the public hearing.

NOW, THEREFORE, BE IT RESOLVED, by the Town Board that:

1. The Town Board intends to consider an ordinance amending the Charter of the Town of Mooresville set forth in Chapter 239 of Session Laws o1975 of North Carolina, as amended by 1987-359 and 2004-121, to change the method of electing the mayor and the members of the Town of Mooresville Board of Commissioners to a nonpartisan plurality as authorized by NCGS §160A-101(7).

2. A public hearing on the proposed ordinance is hereby called at the Town Hall located at 413 N. Main St., Mooresville, NC  28115 on Monday, July 1, 2024 at 6 p.m.

3. Following the public hearing called hereby, the Town Board shall consider passage of the ordinance at its regular meeting on Monday, August 5, 2024.

4. The Town Clerk is hereby directed to cause to be published in the Mooresville Tribune a proper notice of the public hearing called, which notice shall contain a summary of the proposed Charter amendments.

AMENDMENT ORDINANCE

The public will take notice that the Town of Mooresville Board of Commissioners will conduct a public hearing at the Town of Mooresville Town Hall located at 413 N. Main Street in Mooresville, NC at 6 p.m. on Monday, July 1, 2024, concerning a proposed ordinance amending the Charter of the Town of Mooresville as set forth in Chapter 239 of Session Laws of 1975 of North Carolina, as amended by 1987-359 and 2004-121, to change the method of electing the mayor and the members of the Town of Mooresville Board of Commissioners to a nonpartisan plurality as authorized by NCGS §160A-101(7).
